2020/PV/VO Scheme (2nd call)

The Photovoltaic scheme for Voluntary Organisations is a scheme that is administered by the Ministry for Energy and Water Management (MEW) to encourage the use of renewable energy equipment on their premises. This scheme is funded through national funds and applies to voluntary organisations that are enrolled and compliant as defined in the Voluntary Organisations Act (Cap. 492).

This scheme was launched by means of Government Notice 758 of 2020.

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a PV system.

1. Details of Identity card or Residence Document;
2. Handwritten signature of applicant required on the application form;
3. Water and Electricity invoice issued by ARMS Ltd for the project location.

1. Copy of the VO enrolment certificate and compliance certificate;
2. Copy of the constitutive deed or statute of the organisation;
3. A certified copy of the resolution of the organisation to empower the signatory of this application to act on its behalf (applicable when the person is different from that stated in the statute of the VO);
4. Photocopy of ID card / Passport of the signatory/ies 
5. Copy of the Water and Electricity invoice issued by ARMS Ltd for the project location;
6. Photo of the proposed installation location;
7. Copy of the approved planning permit (if applicable) complete with related drawings; 
8. Signed application form.

No specific period for processing of applications is established at law. Generally, an application is determined by MEW within 10 weeks upon submission of a complete application form.

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

Any decision taken by the Regulator and or MEW, including refusal of an application, may be subject to appeal and any other means of redress as established by the Law.
