Registration of Courses leading to Certification of Installers of Small-scale Biomass Boilers and Stoves, Solar PV and Thermal Systems, Shallow Geothermal and Heat Pumps, Energy Auditors, Energy Managers and Providers of Energy Services
The Regulator for Energy and Water Services registers training courses leading to the certification of:
- installers of small-scale biomass boilers and stoves;
- installers of solar photovoltaic systems;
- installers of solar thermal systems;
- installers of shallow geothermal systems and heat pumps;
- energy auditors;
- energy managers;
- providers of energy services.
The registration of a training course under this scheme is valid for thirty-six (36) calendar months from the date of the approval by the Regulator for Energy and Water Services and is automatically renewed after the lapse of this period unless the Regulator requires the course provider reapplies under the terms and conditions it may establish and made known to the registrant by not later than six (6) calendar months from the expiry of the validity of the registration.
Any person wishing to provide a training course leading to the certification of installers for the installation of the abovementioned technologies (a-d listed above) and/or as energy auditors and/or energy managers and/or providers of energy services is required to register with the Regulator for Energy and Water Services to provide such training courses.

Amendment to GN 1302 as at 27 January 2015
- Details / number of the Identity card or passport or company registration number and/or VAT of the applicant as applicable;
- Handwritten signature of the applicant (or all legal representatives in the case of a Company/Partnership) required on the application form;
- In the case of a company or Legal organisation the details of the Legal Representative are required to be submitted;
- Tuition Licence number issued by National Commission for Further and Higher Education (NCFHE) if applicable.
- A copy of the Identity Card or passport of applicant or of all the signatory/ signatories in case of a company or organisation.
- In the case that the applicant is:
- a company; a copy of the official Memorandum of Articles of Association for such company is required to be submitted;
- an organisation; a copy of a Statute identifying the President and the Secretary;
- a sole trader; a copy of the VAT certificate is required to be submitted.
- A copy of a valid Tuition Licence issued by NCFHE. (Not applicable to the University of Malta and Malta College for Arts, Science and Technology (MCAST)).
- A copy of a valid Statement of Recognition issued by the National Commission for Further and Higher Education (NCFHE).

There are no legally defined deadlines for the Regulator to register a course provider. However, the Regulator seeks to process such complete applications within 10 working days.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Administrative Review Tribunal established by Article 5 of the Administrative Justice Act.
