Guarantees of Origin (GoO) – Renewable energy and High Efficiency Combined Heat and Power (CHP) Installations
Application for guarantees of Origin for: Renewable Electricity; Renewable Heating / Cooling; Electricity from High Efficiency Co-Generation.
The Regulator for Energy and Water Services issues guarantees of origin certificates to:
- producers of electricity from renewable energy sources;
- producers of heat and/or cooling from renewable energy sources;
- producers of electricity from high efficiency co-generation.
A Guarantee of Origin (GoO) may be issued for every 1 MWh of electricity or heating and/cooling produced from renewable energy sources or electricity produced from high efficiency combined heat and power (CHP) which installation is required to be located in Malta.
A GoO is issued upon compliance with the requirements of the Guarantees of Origin of Electricity from High Efficiency Cogeneration and Electricity, Heating and, or Cooling from Renewable Energy Sources Regulations.
A GoO may be issued by the Regulator for Energy and Water Services following an application for such purposes submitted with respect to:
- electricity produced from renewable energy sources;
- heat and/or cooling produced from renewable energy sources;
- electricity produced from high efficiency co-generation.

A holder of a GoO who requires to a replace a GoO certificate is required to submit an application in writing to the Regulator for Energy and Water Services.
The Regulator for Energy and Water Services may replace guarantees of origin certificates that have been issued by it, upon verification of compliance with the requirements of the Guarantees of Origin of Electricity from High Efficiency Cogeneration and Electricity, Heating and, or Cooling from Renewable Energy Sources Regulations.

- In all applications submitted in connection with the issue or replacement of Guarantee of Origin the following information is required:
- Details /number of the Identity card or passport or company registration number or VAT number as applicable in all cases.
- Details / number of the Identity card or passport or company registration number or VAT number as applicable in all cases.
- Handwritten signature of the applicant (or all legal representatives in the case of a Company/Partnership) required on the application form in all cases.
- Handwritten signature of the producer if this is not the same as the applicant (or all legal representatives in the case of a Company/Partnership) on the application form in all cases.
- In the case of a company or Legal organisation, the details of Identity cards or passports of all the Legal Representative are to be submitted in all cases.
In the case of an application for the issue of guarantee of origin is being submitted the following additional information is required to be submitted:
- the general technical information for electricity or heating and/cooling generation produced from renewable energy sources or electricity generation produced from high efficiency cogeneration (as applicable);
- a signed declaration by a warranted engineer.
In the case of an application for replacement of a guarantee of origin is being submitted, the following additional information is required to be submitted:
- the changes in the general technical information for electricity generation or heating/cooling from renewable energy sources or electricity generation from high efficiency co-generation (as applicable);
- a signed declaration by a warranted engineer.
In all applications submitted in connection with the issue of Guarantee of Origin, the following type of evidence is required:
- A copy of the ID Card/s / passport/s of the applicant and the producers (if not the same as the applicant) or of all the Signatory/ Signatories in case of a Company or Organisation.
- In the case that the applicant is:
- a company, a copy of the official Memorandum of Articles of Association for such company or a Board Resolution authorising the person to legally represent the company together with a copy Memorandum and Articles of Association of the Company is required to be submitted;
- a sole trader, a copy of the VAT certificate is required to be submitted.
In the case of an application for replacement of a guarantee of origin Is being submitted the following additional type of evidence is also required to be submitted:
- the Original Guarantee of Origin Certificate;
- any documentation or signed declaration explaining and justifying the cause of the request for changes.
- A non-refundable fee of €175 is charged in the case of an application for the issue of a guarantee of origin.
- A non-refundable fee of €85 in the case of a request for replacement of a guarantee of origin.
- A non-refundable fee of €25 in the case of a request for transfer of a guarantees of origin certificate.

No specific period for completion of the procedure for issuing a guarantee of origin is established at law.
Requests for replacement of guarantee of origin shall be determined within 40 working days from the date of receipt of the application. However, the Regulator for Energy and Water Services may extend such period by a further period of 40 working days and in doing so the Regulator shall inform the applicant in writing of such extended period.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Administrative Review Tribunal established by Article 5 of the Administrative Justice Act.
