2026 Renewable Energy Sources Scheme

1.1 Application – Part A – 2026 RES Scheme

The RES Scheme is administered by the Regulator for Energy and Water Services with the aim of promoting the efficient use of renewable energy generated within the country. The scheme is funded through national funds and is applicable to private individuals (natural persons) for use on residential properties, as well as to organisations that are not engaged in economic activity.

Eligibility is subject to the condition that the photovoltaic installation does not have an active feed-in tariff allocation. In cases where a feed-in tariff had been previously allocated, the guaranteed period must have expired.

Prospective applicants are encouraged to consult the Guidelines to Applicants, which have been prepared to assist in completing the application form for a grant related to an RES system.

The application process consists of two parts. Applicants are required to complete Part A by providing their personal details. Part A must be completed and submitted to the Regulator prior to the purchase and installation of the equipment

1.2 Application – Part B – 2026 RES Scheme

Following the installation and commissioning of the equipment, applicants are required to submit Part B together with all necessary supporting documentation.

3. Means of Authentication, Identification and Signature

  • Details of Identity Card or Residence Document;
  • Handwritten signature of the applicant on the application form – Part B;
  • Water and electricity bill issued by ARMS Ltd for the project location, in the name of the applicant.

4. Type of Evidence to be Submitted

For Part A:

  • Copy of the Identity Card or Residence Document of the applicant
  • Copy of the Water and Electricity bill issued by ARMS Ltd for the project location
  • Quotation for the equipment
  • Signed application form

For Part B:

  • Original fiscal receipts
  • Copy of invoice
  • Photographs of the rating plates of the installed technologies
  • Photographs of the installation site
  • Copy of PA permit (where applicable)
  • Commissioning certificate issued by a warranted electrical engineer
  • Signed application form

7. Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure.

No specific legal timeframe has been established for the processing of applications. However, applications are generally processed by the Regulator within approximately five (5) weeks from the submission of a complete application.

Applicants are required to complete the installation and commissioning of the system within eight (8) months, including the submission of Part B and all supporting documentation.

8. Rules on Lack of Reply and Legal Consequences

In accordance with Maltese Administrative Law, the absence of a reply is generally considered as a refusal. In such cases, the applicant has the right to appeal.

9. Means of Redress or Appeal

Any decision taken by the Regulator, including the refusal of an application or the withdrawal of an authorisation or licence, may be appealed before the Review Committee or through any other legal remedies established by law.
