2025 Water Heater Scheme
The Water Heaters scheme is administered by the Regulator for Energy and Water Services to encourage the use of energy efficient equipment in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use in their residential properties, and for organisations that are not carrying out an economic activity. Technologies considered as eligible under this scheme are solar water heaters, heat pump water heaters and boiler plus panels.
This scheme was launched by means of Government Notice 581 of 2025.
Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on a Water Heater.
The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to REWS prior to the purchase and installation of the equipment. Applicants are also further required to await a confirmation letter issued by REWS that their application has been accepted prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.
2025 Water Heater Scheme
- Part B to be completed after installation and commissioning of the water heating system. Launch online application.
- Details of Identity Card or Residence Document;
- Handwritten signature of applicant required on the application form;
- Electricity bill issued by ARMS Ltd for the project location.
- Copy of the Identity Card or Residence Document of the applicant;
- Copy of the Electricity bill issued by ARMS Ltd for the project location, in the name of the applicant with ‘Residential’ or ‘Domestic’ consumer scheme;
- Copy of lease contract of the property where technology has been installed (if applicable);
- Original Fiscal receipt/s;
- Copy of invoice/s;
- Photographs of the rating plates of technology installed;
- Photographs of the installation site;
- Photocopy of PA Permit (where required);
- Photocopy of guarantee for the system;
- Commissioning certificate issued by installer;
- Signed application form.

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.
The applicant has a six (6) month period from the date of confirmation of acceptance of the grant to install and commission the system and to submit Part B and the related supporting documentation. Failure to install and commission the system and/or failure to submit the PART B application and supporting documentation could lead to withdrawal of the funds confirmation letter.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for, or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
