2025 Tap Water Scheme

1.1:  2025 Tap Water Scheme

The Tap Water Scheme (TW) scheme is administered by the Regulator for Energy and Water Services to reduce the use of plastic containers utilised for bottling water, by using activated carbon filters. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity.

This scheme was launched by means of Government Notice 468 of 2025. 

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on Tap Water system.
 
Applicant must complete the application with their personal details. Application must be completed and submitted to the REWS after the purchase and installation of the equipment.

Grant amount:

60% on the purchase price and installation of Water Filtration System equipment (activated carbon filters) subject to a maximum grant of €100.

1.2:  Application – 2025 Tap Water Scheme

Upon installation of the equipment, applicants are required to submit the application together with the necessary supporting documentation.

3: Means of Authentication, Identification and Signature

  1. Details of Identity Card or Residence Document;
  2. Handwritten signature of applicant required on the application form;
  3. Complete electricity bill for the project location issued in the last 12 months, in the name of the applicant. The Consumer Scheme must either be ‘Residential’ or ‘Domestic’.

4: Type of Evidence to be Submitted

  1. Copy of the Identity Card or Residence Document of the applicant;
  2. Copy of the Electricity bill issued by ARMS Ltd for the project location, in the name of the applicant;
  3. Originally dated fiscal receipt issued in the name of the applicant, providing details of the purchased item/s;
  4. Signed application form.

6: Penalties and Offences

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.

The applicant has a six (6) month period from the date of purchase of equipment to submit the application and the related supporting documentation.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
