2022 RIDG (Retro-fitting) Scheme (Only Application Part B available)

1.1:  Application – Part A – 2022 Roof Insulation and Double Glazing (retro-fitting) Scheme

The Roof Insulation (retrofitting) and Double Glazing (retrofitting) scheme is administered by the Regulator for Energy and Water Services to encourage the use of systems that reduce the consumption of energy in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity.

This scheme was launched by means of Government Notice 705 of 2022.

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on Roof Insulation and Double Glazing Material.

The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.   Applicants are also further required to await the funds confirmation letter issued by REWS indicating that their application has been accepted prior to the purchase and installation of the equipment.

1.2:  Application – Part B – 2022 Roof Insulation and Double Glazing (retro-fitting) Scheme

Upon installation of the material, applicants are required to submit Part B application together with the necessary supporting documentation

2: Legal References

3: Means of Authentication, Identification and Signature

  1. Details of Identity Card or Residence Document;
  2. Handwritten signature of applicant required on the application form;
  3. Complete electricity bill for the project location issued in the last 12 months. The Consumer Scheme must either be ‘Residential’ or ‘Domestic’.   

4: Type of Evidence to be Submitted

  1. Copy of the Identity Card or Residence Document of the applicant;
  2. Copy of the Water and Electricity bill issued by ARMS Ltd for the project location;
  3. Copy of lease contract of the property where technology has been installed (if applicable);
  4. Original Fiscal receipts;
  5. Copy of invoice;
  6. Photographs showing previous material/apertures and Photographs showing new material/apertures;
  7. Photocopy of PA Permit (where required);
  8. Photocopy of five (5) year guarantee;
  9. Commissioning certificate issued by installer;
  10. Signed application form.

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.

The applicant has a six (6) month period from the date of confirmation of acceptance of the grant to install and settle payment of the material and to submit Part B and the related supporting documentation.  Failure to install and/or failure to submit the PART B application and supporting documentation could lead to withdrawal of the grant offer.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the     Review Committee and any other means of redress as established by the Law.
