2021 Solar Water Heater Scheme
The Solar Water Heaters scheme is administered by the Regulator for Energy and Water Services to encourage the use of energy efficient equipment in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use in their residential properties, and for organisations that are not carrying out an economic activity.
This scheme was launched by means of Government Notice 539 of 2021 as amended by Government Notice 776 of 2021.
This scheme has been extended until 31st December 2022 as per Government Notice 1665 of 2021.
This scheme has been extended until 31st December 2023 as per Government Notice 1775 of 2022.
This scheme has been extended until 31st December 2024 as per Government Notice 15 of 2024.
Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on a Solar Water Heater.
In case of acceptance, applicants are refunded 75% of the costs of the Solar Water Heater itself, including VAT, and capped at €1,400. An additional grant of €500 will be provided after 5 years to cover the maintenance costs against a receipt issued by the supplier.
The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment. Applicants are also further required to await a confirmation letter issued by REWS that their application has been accepted prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.
The applicant has a six (6) month period from the date of confirmation of acceptance of the grant to install and commission the system and to submit Part B and the related supporting documentation. Failure to install and commission the system and/or failure to submit the PART B application and supporting documentation could lead to withdrawal of the grant offer.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
