2021 Renewable Energy Sources Scheme (Only Application Part B available)

1.1:  Application – Part A – 2021 Renewable Energy Sources Scheme

The RES Scheme is administered by the Regulator for Energy and Water Services to further encourage the better use of the renewable energy being generated by the country. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity, provided that photovoltaic installation should have no active feed-in tariff allocation. If the photovoltaic installation was allocated a feed-in tariff, the guaranteed period should be expired.

This scheme was launched by means of Government Notice 302 of 2021

This scheme has been extended until 31st December 2022 by means of Government Notice 1666 of 2021

This scheme has been extended until 31st December 2023 by means of Government Notice 1774 of 2022

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on an RES system.

In case of acceptance, applicants are refunded:

Option A – PV system with standard solar inverter: 50% of eligible costs up to a maximum of €2,500 per system and €625/kWp.

Option B – PV system with hybrid inverter: 50% of eligible costs up to a maximum of €3,000 per system and €750/kWp.

Option C – Hybrid/Battery inverter and battery: 80% of eligible costs of the Battery Storage up to a maximum of €3,600 per system and €600/kWh plus 80% of eligible costs of the Hybrid inverter up to a maximum of €1,800 per system and €450/kWp.

Option D – Battery Storage only: 80% of eligible costs of the Battery Storage up to a maximum of €3,600 per system and €600/kWh.
 

When applying for Option B, one may also apply for Option D.

  • Owners of PV installations installed on residential premises (even those that do not benefit from any aid on the PV system i.e. no feed-in tariff or grant) and connected to the grid for at least 6 years may apply to option C.
  • Anyone having a PV installation installed on residential premises and connected to the grid can apply for option D.

The application form is divided in two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

3: Means of Authentication, Identification and Signature

  1. Details of Identity card or Residence Document;
  2. Handwritten signature of applicant required on the application form;
  3. Water and Electricity issued by ARMS Ltd for the project location.

4: Type of Evidence to be Submitted

For Part A

  1. Copy of the Identity Card or Residence Document of the applicant;
  2. Copy of the Water and Electricity issued by ARMS Ltd for the project location;
  3. Quotation for the equipment;
  4. Site installation Photos
  5. Signed application form.

For Part B

  1. Original Fiscal receipts;
  2. Copy of invoice;
  3. Photographs of the rating plates of technologies installed;
  4. Photographs of the installation site;
  5. Photocopy of PA Permit (where required);
  6. Planning Authority form;
  7. Commissioning certificate issued by a warranted electrical engineer;
  8. Signed application form.

6: Penalties and Offences

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within 5 weeks upon submission of a complete application form.

The applicant has an eight (8) month period from the date of confirmation of acceptance of the grant to install and commission the system and to submit Part B and the related supporting documentation.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
