2019 Double-Glazing Scheme for Birżebbuġa Residents

1.1: Application – Part A – 2019 Double-Glazing Scheme for Birżebbuġa Residents

The Double Glazing Scheme for Birżebbuġa residents is administered by the Regulator for Energy and Water Services with a scope to aid those households in specific areas of Birżebbuġa that are in close proximity to the Freeport, so as to replace any external facing apertures which are antiquated or inefficient and change them to better sound insulating ones.

This scheme is governed by means of Government Notice 1334 of 2019.

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on double-glazing.

The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

Guidelines to Applicants

3: Means of Authentication, Identification and Signature

  1. Details of Identity card or Residence Document of the applicant;
  2. Handwritten signature of applicant required on the application form.

4: Type of Evidence to be Submitted

For Part A

  1. Online application form.

For Part B

  1. Original Fiscal receipts;
  2. Photographs of the product installed;
  3. Copy of the Identity Card or Residence Document of the applicant;
  4. Photocopy of five (5) year guarantee of the system;
  5. Commissioning certificate issued by the installer;
  6. Signed application form.

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

There is no specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.

Form the applicant’s side there is a six (6) month time window within which the installation and commissioning of the system has to be carried out, including the submission of Part B and the related supporting documentation.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
