2018 Solar Water Heater Scheme

1.1: Application – Part A – 2018 Solar Water Heater Scheme

The Solar Water Heaters scheme is administered by the Regulator for Energy and Water Services to encourage the use of energy efficient equipment in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use in their residential properties, and for organisations that are not carrying out an economic activity.

This scheme was launched by means of Government Notice 529 of 2018 has been further extended to 31st December 2019 by  Government Notice 1510 of 2018. This scheme was further extended to 31st December 2020 or until funds are established by  Government Notice 1644 of 2019.

It has been extended furthermore to 31st December 2021 or until funds are exhausted as per Government Notice 14 of 2021.

Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on a Solar Water Heater.

The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.   Applicants are also further required to await a confirmation letter issued by REWS that their application has been accepted prior to the purchase and installation of the equipment.

Following installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

2: Legal References

Government Notice 529 of 2018 as amended by Government Notice 1510 of 2018 and as further amended by Government Notice 1644 of 2019.

It has been extended furthermore to 31st December 2021 or until funds are exhausted as per Government Notice 14 of 2021.

Guidelines for Applicants.

3: Means of Authentication, Identification and Signature

  1. Details of Identity card or Residence Document;
  2. Handwritten signature of applicant required on the application form;
  3. Water and Electricity invoice issued by ARMS Ltd for the project location.

4: Type of Evidence to be Submitted

For Part A

  1. Copy of the Identity Card or Residence Document of the applicant;
  2. Copy of the Water and Electricity invoice issued by ARMS Ltd for the project location;
  3. Quotation for the equipment;
  4. Signed application form.

For Part B

  1. Original Fiscal receipts;
  2. Photographs of the rating plates of technologies installed;
  3. Photographs of the installation site;
  4. Photocopy of PA Permit (where required);
  5. Photocopy of five (5) year guarantee for the system;
  6. Commissioning certificate issued by installer;
  7. Signed application form.

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.

The applicant has a six (6) month period from the date of confirmation of acceptance of the grant to install and commission the system and to submit Part B and the related supporting documentation.  Failure to install and commission the system and/or failure to submit the PART B application and supporting documentation could lead to withdrawal of the grant offer.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
