2018 Roof Thermal Insulation and Double-Glazing Scheme
The Roof Insulation and Double-Glazing scheme is administered by the Regulator for Energy and Water Services to encourage the use of systems that reduce the consumption of energy in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity.
This scheme launched by means of Government Notice 528 of 2018 has been further extended to 31st December 2019 as per Government Notice 1509 of 2018. Once again, this scheme has been further extended to 31st December 2020 or until funds are exhausted as per Government Notice 1645 of 2019.
Prospective applicants are invited to refer to the Guidelines for Applicants which have been prepared to assist applicants to complete the application form for a grant on Roof Insulation and Double-Glazing.
The application form is divided in two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

Government Notice 528 of 2018 as amended by Government Notice 1509 of 2018 and as further amended by Government Notice 1645 of 2019.
- Details of Identity card or Residence Document of the applicant;
- Handwritten signature of applicant required on the application form.
For Part A
- Copy of the Identity Card or Residence Document of the applicant.
- Original quotation containing seller and buyer details, segregated prices (eligible and non-eligible expenditure should be segregated), description of product and date of issue.
- Signed application form
For Part B
- Original Fiscal receipts;
- Photographs of the product installed;
- Photographs of the installation site;
- Photocopy of five (5) year guarantee of the system;
- Commissioning certificate issued by the installer;
- Signed application form.

There is no specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.
Form the applicant’s side there is a six (6) month time window within which the installation and commissioning of the system has to be carried out, including the submission of Part B and the related supporting documentation.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
