2018 Heat Pump Water Heater Scheme

1.1: Application – Part A – 2018 Heat Pump Water Heater Scheme

The Heat Pump Water Heater scheme is administered by the Regulator for Energy and Water Services to encourage the use of energy efficient equipment in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity.

This scheme launched by means of Government Notice 527 of 2018 has been further extended to 31st December 2019 as per Government Notice 1508.

Once again, this scheme has been further extended to 31st December 2020 or until funds are exhausted as per Government Notice 1643 of 2019.

It has been extended furthermore to 31st December 2021 or until funds are exhausted as per Government Notice 15 of 2021.

This grant scheme has been closed as per Government Notice 324/2021

This grant scheme has been extended as per Government Notice 16/2024

Prospective applicants are invited to refer to the Guidelines for Applicants which have been prepared to assist applicants to complete the application form for a grant on a Heat Pump.

The application form is divided into two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to the purchase and installation of the equipment.

Upon installation and commissioning of the equipment, applicants are required to submit Part B application together with the necessary supporting documentation.

2: Legal References

Government Notice 527 of 2018 as amended by Government Notice 1508 of 2018 and as further amended by Government Notice 1643.

It has been extended furthermore to 31st December 2021 or until funds are exhausted as per Government Notice 15 of 2021.

Guidelines for Applicants.

3: Means of Authentication, Identification and Signature

  1. Details of Identity card or Residence Document of the applicant;
  2. Handwritten signature of applicant required on the application form;
  3. Water and Electricity invoice issued by ARMS Ltd for the project location.

4: Type of Evidence to be Submitted

For Part A

  1. Copy of the Identity Card or Residence Document of the applicant.;
  2. Copy of Water and Electricity invoice issued by ARMS Ltd for the project location;
  3. Quotation for the equipment to be installed;
  4. Signed application form.

For Part B

  1. Original Fiscal receipts;
  2. Photographs of the rating plates of technologies installed;
  3. Photographs of the installation site;
  4. Photocopy of PA Permit (where required);
  5. Photocopy of five (5) year guarantee of the system;
  6. Commissioning certificate issued by the installer;
  7. Signed application form.

7: Deadlines or Indicative Time that the Regulator Requires to Complete the Procedure

There is no specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within five (5) weeks upon submission of a complete application form.

Form the applicant’s side there is a six (6) month time window within which the installation and commissioning of the system has to be carried out, including also the submission of Part B and the related supporting documentation.

8: Rules on Lack of Reply from the Regulator and Legal Consequences

In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.

9: Means of Redress or Appeal

Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
