2018 Domestic Cisterns Restoration Scheme
The Domestic Cisterns Restoration scheme is administered by the Regulator for Energy and Water Services to further encourage the harvesting and use of rainwater in the domestic sector. This scheme is funded through national funds and applies to private individuals (natural persons) for use on their residential properties, and for organisations that are not carrying out an economic activity.
This scheme was launched by means of Government Notice 526 of 2018 and further amended by Government Notice 13 of 2021.
This scheme has been further extended to 31st December 2022 as per Government Notice 1667 of 2021.
This scheme has been further extended to 31st December 2023 as per Government Notice 1773 of 2022
This scheme has been further extended to 31st December 2024 as per Goverment Notice 17 of 2024.
Prospective applicants are invited to refer to the Guidelines to Applicants which have been prepared to assist applicants to complete the application form for a grant on a domestic cisterns.
The application form is divided in two parts. Applicants must complete Part A of the application with their personal details. Part A must be completed and submitted to the REWS prior to restoration works.

Upon completion of restoration works, applicants are required to submit Part B application together with the necessary supporting documentation.

- Details of Identity card or Residence Document of the applicant;
- Handwritten signature of applicant required on the application form;
- Water invoice issued by ARMS Ltd for the project location.
For Part A
- Copy of the Identity Card or Residence Document of the applicant;
- Copy of the Water invoice issued by ARMS Ltd for the project location;
- Signed application form.
For Part B
- Original Fiscal receipts;
- Photographs of the installation site before and after works;
- Perit’s certification of the restoration works and Perit/engineer’s certification of the second-class water system;
- Signed application form.

No specific period for processing of applications is established at law. Generally, an application is determined by the Regulator within 5 weeks upon submission of a complete application form.
Form the applicant’s side there is a 12-month time window within which the restoration works are to be carried out, including the submission of Part B and the related supporting documentation.
In general, the Maltese Administrative Law establishes that in the absence of a reply this is construed to be tantamount to a refusal and the applicant has a right to appeal.
Any decision taken by the Regulator, including refusal of an application for or withdrawal of an authorisation or a licence, may be subject to appeal before the Review Committee and any other means of redress as established by the Law.
