2011 Solar water heater scheme – ERDF

In order to further encourage the use of renewable sources of energy for domestic use, the following Incentive Schemes have been launched. One of the schemes is part financed by the European Regional Development Fund (ERDF), while the other scheme is fully financed from national funds.

Both schemes are subject to other conditions as detailed in the guidelines.

ERDF Scheme

The ERDF scheme provides a grant of 40% up to €560 and is only open to persons satisfying certain social criteria:

  • a household must be in receipt of the energy voucher;
  • a household must be in receipt of the children’s allowance for household’s whose income is less than Euro 23,932 (NOTE: “children’s allowance” is defined in Article 2 of the Social Security Act and is distinct from the “fixed children’s allowance” that is also separately defined in Article 2 of the same Act. Households in receipt of the fixed children’s allowance are not eligible.);
  • a household who has purchased a property as its ‘sole ordinary residence’ after 1st January 2010 (The value of the property must be less than Euro 120,000 and the electricity and water bill must be in the name of the applicant);
  • a household in receipt of supplementary allowance in accordance with the Social Security Act.

Additional Information applicable to both the National and ERDF Schemes

Applicants need to apply prior to purchasing the eligible systems. The Malta Resources Authority will issue a grant offer letter confirming that the applicants and their chosen equipment are eligible for the scheme. The systems have to be installed within six  months of the grant offer letter. Part B of the application form together with the required documents must be sent after the installation is complete and within the six months mentioned in the grant offer letter.

Please click on the appropriate link  for the notice in the Government Gazette, the guidance notes, and the application forms. Application forms for the grants are to be submitted to the Malta Resources Authority on the dates stipulated on the notice in the Government Gazette and in accordance to the requirements of the applicable scheme.

Internet banking

The EU Funds Management Unit has decided that e-banking documents shall, as from the 25 May 2011, no longer need to be authenticated by the bank or financial provider. This means that payment documents issued from internet banking systems will be accepted as proof of payment.

However, it must be pointed out that the EU Funds Management Unit reserves the right to decline banking documents that are not sufficient or to the desired standard and request additional evidence of payment prior to the settlement of claims. For the avoidance of any doubt ‘print screen’ images and/or payment transactions still not confirmed as paid will NOT be accepted as evidence of payment.

Moreover, banking transactions are not an alternative to fiscal receipts, particularly when fiscal receipts are required by law.

Request for Review

Any request for review should be submitted to the Authority within one month from the date of the rejection letter. Their request will be assessed by the Review Committee.
