Call for Bids (ITB) 2025

In line with the Government’s  targets to increase the consumption of electricity from renewable sources the Ministry for the Environment, Energy and Public Cleanliness  (MEEC) (‘Contracting Authority’) has launched another Invitation to Bid (ITB) scheme for the award of financial support for electricity generated from installations producing electricity from renewable energy sources with a capacity of 40kW or more. The ITB schemes are regulated by the Competitive Bidding Rules for Installations Producing Electricity from Renewable Energy Sources Regulations (S.L. 545.39)


Invitation to Bid (ITB) for Financial Support for electricity from Installations Producing Electricity from Renewable Sources with Capacity from 40kWp up to less than 1000kWp 

The new scheme consists of two calls for the award of financial aid for electricity produced from new renewable energy installations with electricity generation capacities ranging from 40kW up to less than 200kW and from 200kW up to less than 1000kW. Each of these calls consists of two separate Invitations to Bid (ITB), one ITB for each capacity category running concurrently, as follows:

Invitation to Bid (ITB) for Financial Support for Electricity from Installations Producing Electricity from Renewable Energy Sources with a Capacity equal to or larger than 1000kW 

One Invitation to Bid (ITB) for the award of financial aid for electricity produced from new installations from installations producing electricity from renewable energy sources with an electricity generation capacity of 1MW or more. The total capacity available for the award of support is 38,000kW. The bid submission period starts on the 25th July 2025, at noon and closes on the 1st August 2025, at noon.

The ITB selection process is a pay as bid based on the cheapest prices offered and the capacity available for the allocation. The conditions published in the relevant ITB document apply.  
   
The ITB scheme is being administered by the Regulator for Energy and Water Services (REWS). The ITB documents will be available on the REWS website from the 16th May 2025.  

Kindly note that a clarification virtual meeting in connection with the ITB Scheme for 2025  is planned for the Thursday 29th May 2025 at 10.00am. Participation in this meeting will be by invitation and prospective bidders interested to participate in this meeting shall inform the Regulator for Energy and Water Services by email by 10.00am of Wednesday 28th May 2025 to regulator@rews.org.mt
