Methodology and Criteria for Evaluating Investments in Energy Infrastructure Projects
This methodology and criteria shall be used by the Regulator to evaluate requests for incentives in relation to investments in cross-border energy infrastructure projects.
The Regulator for Energy and Water Services is publishing this methodology in accordance with Article 17 of Regulation (EU) 2022/869 on guidelines for trans-European energy infrastructure (TEN-E Regulation) which requires each National Regulatory Authority of EU countries to publish its methodology and the criteria used to evaluate investments in energy infrastructure projects and the higher risks incurred by them. The methodology and criteria are applicable for the evaluation of requests for incentives in relation to investments in cross-border energy infrastructure projects that qualify as Projects of Common Interest (PCIs) or Projects of Mutual Interest (PMIs) as defined by Regulation (EU) 2022/869.
